Tomas took a significant role in legislation on temporary employment in Lithuania. He was a member of staffing statute development working group in the Ministry of Social Security and Labour. Tomas made his recommendations on the temporary staffing project to the Ministry of Social Security and Labour which was responsible for preparing the statute to implement the Directive 2008/104/EC of the European Parliament and of the Council on temporary agency work.
He graduated Vilnius University Law Faculty and was granted master’s degree (2001). He obtained the degree of Doctor of Philosophy (Ph. D.) of Social Sciences (Law) in Labour Law at Mykolas Romeris University in 2006. Tomas studied management in ISM University of Management and Economics (2006-2008), where he was awarded a master’s degree in business and administration (MBA).
